U.S. Space Command XPT -- Technical and Systems Analysis Support

 

Background and Objectives

Mission Integration Division (XPT) of Air Force Space Command (AFSPC) XPT is responsible for current and future systems requirements development, planning, programming, prioritization and integration of these systems with the AFPSC long range planning and budgeting process.

Contract Scope of Work

HQ AFSPC/ XPT contract includes a broad range of technical support, quick response research, special studies as directed and software development to fully utilize the latest improvements in information technology and systems analysis support which includes: Test and decision analysis, Resource allocation analysis, Development and management planning, Research, Technical advice, Analytic reports and briefings, Cost and feasibility analyses, Decision support computer modeling, and Quick response support.

The staff on this project maintains project management databases, process flow charts, and uses presentation software as needed, handling all Program Management issues, communicating with both Government and Contractor personnel.

This includes supplying, training and equipping forces allocated to US Space Command, US Strategic Command, Northern Command and any other command as directed by higher authority. Some, but not all inclusive duties are the planning for future deployment of space surveillance, warning and control missions and their integration into the Force Applications mission area; the tracking of military and commercial technology developments for application to weapons systems; effective planning and deployment of system enhancements, as well as new systems and cost-effective operations and sustainment of current forces as directed by higher authority.

The staff on this contract has daily interaction with the Force Applications matrix team. The support products and services we provide permit the customers to leverage their expertise to optimize decision support for planning, programming and budgeting issues as well as timely and meaningful inputs to Air Force and national policy issues. Software programs, technical analysis, program management tools, decision support tools and training and education materials are used on the contract to analyze requirements to support customer technical systems engineering and analysis.

SPECIFIC TASKS include:

Information Technology Support: Systems expertise and information technology tools to support cost benefit analysis and decision support to the Force Applications Mission Team.

Resource Allocation Programming Information Decision System (RAPIDS) options development. Software support, offset, disconnect and initiative development and provide maintenance of the RAPIDS database for input into the Program Objective Memorandum (POM) and Amended POM (APOM) process.

Automated Budget Interactive Data Environment System (ABIDES) product support. Provide ABIDES analysis supporting POM, APOM, Budget Execution Review (BER), Budget Estimate Submission (BES), President's Budget (PB), End of Year (EOY) funding drills, Financial Plans and other quick reaction budget drills.

Operational Requirements Development, Testing, and Analysis: Technical analyses and software tools to assist the customer in analyses and decision support for assigned missions.

Programmatic Support and Liaison: Planning, Programming and Budgeting System (PPBS) support to develop the necessary studies, reports and concepts and develop the necessary operational documentation and databases to withstand rigid PPBS requirements. Near-daily liaison support between HQ AFSPC and appropriate DoD agencies, the Air Staff and System Program Offices.

Issues Identification and Analysis: Provide proactively identified emerging issues.

Quick Reaction Research and Support: Provide quick reaction technical and analytical support to such related tasks as may be directed by the AGR. Conduct ad hoc research as required on specific issues to support the development of HQ AFSPC/XPT inputs to other MAJCOM, AF, Joint and National Policy concerns.

Other Information Technology Services, Not Elsewhere Classified: Put in place and maintain structures, agreements, staff and facilities to quickly and economically respond to any reasonable requirement for support.

Summary

The success of this contract is reflected on the follow-on contract being awarded on a sole source basis, and a similar contract sole-sourced to SRG for support to Warren AFB.

The team leverages its expertise and the reputation of its personnel in the defense community to optimize decision support for planning, budgeting and programming issues as well as to provide timely and meaningful inputs to AF and national policy issues. Given the breadth of the XPTM mission and the fact that missions from other commands must be supported, it is important to note that our team's broad DoD staff-level experience provides not only an in-depth understanding of other MAJCOM missions and the ramifications of AFSPC support missions to other commands, they also provide first-hand understanding of the coordination processes with other Air Force organizations, other Services and Joint offices.
