The HQ AFSPC/DOM RP&IMS includes products, services, and expertise to optimize decision making during planning, programming, and budgeting system (PPBS) exercises. The contract includes the use of current PPBS software tools and adapting to future PPBS software tools, and providing timely and meaningful inputs to AF and national policy issues as well as support for short notice taskings, conducting research to support AFSPC inputs to other MAJCOMs, AF, Joint and national agencies, taking into account other MAJCOM missions and the ramifications of AFSPC support missions to other MAJCOMs while supporting HQ AFSPC/DOM. The team on this contract leverages its expertise and the reputation of its personnel in the defense community to optimize decision support for planning, budgeting and programming issues as well as providing timely and meaningful inputs to AF and national policy issues. Given the breadth of the XON mission and the fact that missions from other commands are supported, it is important to note that our team's broad DoD staff-level experience provides not only an in-depth understanding of other MAJCOM missions and the ramifications of AFSPC support missions to other MAJCOMs, they also provide first-hand understanding of the coordination processes with other Air Force organizations, other Services and Joint offices. This contract's personnel participated in the industry review of the NRO/Air Force Best Practice IPT implementing the Rumsfeld Commission's recommendations, and are trained in the ACEIT costing software, a DoD-approved and preferred costing capability.
Finally, our team employs its unique expertise in the vital “first P” of PPBS – the planning that ensures all budget initiatives are supported by the requirements documents, long-range plans, and policies of AFSPC. Our personnel have extensive experience assisting in the development of the Command's Integrated Planning Process, including the writing of Mission Area Plans and the Strategic Master Plan (coordinated with plans and other inputs from the war fighting commands) and understand how Force Application initiatives fit into HQ AFSPC plans and priorities.
Our team's organizational structure allows the most efficient and cost-effective approach to tasks and requirements management. The staff possesses years of experience with the DoD (DoDI 5000 series) and subordinate AF acquisition processes and how they interact with requirements and resource allocation processes. The team assigned to XON has extensive expertise in, but not limited to, relational database management system development, federal and DoD acquisition policy, IPT formation and facilitation, and enterprise-wide information management solutions required to develop an acceptable architecture and ultimately establish a division acquisition database. This expertise has been important in supporting process and procedural improvements, organizational interactions, and the formulation of plans for the acquisition of force projection systems.
