EPA Region 7 -- CERCLIS Database Support (Superfund)

 

Background and Objectives

The Environmental Protection Agency (EPA) is tasked with the responsibility of improving and preserving the quality of the environment, both national and global. This includes the protection of human and the productivity of natural resources on which all human activity depends. The Agency is tasked to implement and enforce Federal environmental regulations, implement U.S. policy, both foreign and domestic, which fosters the integration of economic development and environmental protection so that economic growth can be sustained over the long term. Additionally, EPA takes steps to reduce environmental risk, to educate the public on environmental issues, conversations, and prevention, and to participate in public and private decisions affecting energy, transportation, agriculture, industry, international trade, and natural resources in order to ensure fully integrated consideration of environmental quality issues.

The EPA is tasked with administering the Superfund program in EPA. Superfund is mandated to regulate the disposal, storage, and treatment of hazardous materials and waste and to effectively clean up toxic waste sites. The primary mission of the program is to implement and enforce the provisions of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980.

CERCLIS is the Superfund database that is used to support management in all phases of the Superfund program. The system contains information on all aspects of hazardous waste sites, including an inventory of sites, planned and actual site activities, and financial information.

Contract Scope of Work

SRG provides a multiplicity of tasks in support of this task order on an "as needed" basis. We provide Program Operation Support and assistance with: Data Quality Priorities Assessment; Verification and Validation of Data; Report Development and Generation; Design, Development and Maintenance of On-Line Access, Systems, Comprehensive Internet Activities / Web Page; LAN Administration; Geographic Information Systems (GIS) Activities; Maintenance of Existing and Historical Databases; System Integration; Systems Analysis; Cost/Benefit Analysis; Training; Migration and Conversion; Technical Evaluations and Studies; Management Briefings and Meetings Support; End-User Training; Technical Evaluations and Documentation; and Meeting Support.

We work closely with EPA representatives to provide support to Region 7 technical and management information systems (including ARI systems) needs resident throughout the EPA and follow standard EPA practices and policies consistent with those set forth by EPA's Office of Information Resource Management (OIRM).

Tasks and major deliverables include:

System Design, Development and Maintenance of all EPA Superfund related systems, providing support with communication and coordination between multiple team members, EPA representatives, and organizations.

Data Validation to provide data entry, production control support and peripheral equipment support for the EPA Superfund Division in Region 7.

Report Generation and Database Support, programming both standard and ad hoc reports from identified Superfund Information Systems (WasteLAN, NPL PAD, etc.).

Training, developing and holding training sessions and/or briefings including videos, pamphlets, visual aids, etc. at locations as requested by EPA.

Documentation, providing support with the development, generation, binding, circulation, and delivery of documentation on system performance and design, project management, program management, project planning,, project control, and documents relating to changes in EPA mission, policy or directives.

LAN Operation, Maintenance and Administration, ensuring that all the systems are operational and available to the users.

Hardware/Software Acquisitions and Installation, making recommendations to EPA for hardware and software to support the development and installation of the systems.

Technical Assistance, providing help on issues involving system performance and design, program management, project management, project planning, and project control.

Interchange Meetings and Training, attending all meetings and documenting the same, including training sessions, conferences, or workshops.

Summary

SRG was awarded the first task order for this work in May, 2001. We transitioned the task order in a single day. The first task order was for one year with one option year. SRG successfully re-bid the task in 2003, and was awarded the task order for another year. In 2004, SRG re-bid the task and was awarded another one year base plus one year option task order for this work. This is a firm, fixed price, performance based contract with incentives and disincentives for performance. SRG has not had any disincentives, and has qualified for every incentive to date.

The project lead for this task is considered a Subject Matter Expert in CERCLIS, and is well-respected throughout EPA.
